Success Criteria:

OpenShift GitOps deploys the GitHub Runner when a user follows the setup instructions in the infra-ops README
The credentials that GitHub Runner uses to connect to github.com are stored in Vault and referenced using an ExternalSecret that is comitted to the infra-ops repo
