Success Criteria:

The openshift-gitops and cert-manager operators are in RTX Artifactory
There is a catalog index image in RTX Artifactory that OLM will be able to use to install the Operators

Notes:

Core operators used to install OpenShift (like ClusterVersionOperator) are out of scope because ARO has an internal ACR registry that serves those
We could use oc-mirror to do this work

Managed to create a working oc-mirror config for cert-manager and openshift gitops operators. Images are mirrored up to our test ARO nexus.

Currently waiting on permission to run a Linux VM or access to one in order to copy images from Nexus to customer ARO artifactory.
