Purpose

fixing python3 instead of python3.9 binary. Both are installed

For some reason python 3.6 is also on this base image. When I installed 3.9 it still defaulted to 3.6. Needed to switch that to support 2.0.0-rc4

Testing validated for these images and psr 2.0.0-rc4
