create ploigos-jenkins image and rename ploigos-jenkins-init image #57

Purpose

creates a ploigos-jenkins image that allows for the update-ca-trust command to be run at runtime
rename ploigos-jenkins-plugins to ploigos-jenkins-init

other

I tried to update ploigos-jenkins-init to use the upstream jenkins images from quay.io but was getting errors so left that task for someone else to deal with.

Just a heads up that this subdirectory exists in ../ploigos-jenkins-plugins as well. That should be removed if we move forward with this PR
