standerdize the name of the plogios-base-java-8 container to ploigos-tool-java-8. Originally we thought we would have "base images" and "tool" images. but for simplicty and since that didn't become a thing, renaming ploigos-base-java-8 to ploigos-tool-java-8 since there is no diff between it and the other tool images
