Update various versions for Plone 6. #837

Includes latest setuptools in requirements.txt. lxml 4.9.2 has wheels for Windows, so I re-enabled the gh-actions on Windows.

The updated towncrier has something that may be useful. You can prepend news snippets with '+' to avoid rendering their unique number in the changelog. This is useful in case there is no issue or PR number to point to, nor a logical number you can come up with yourself. You can create a snippet with a unique random number by doing: towncrier create +.bugfix.
