WIP: Fix GitHub Actions on Mac #923

This PR includes changes that are only temporary. I only want to run Mac tests now, and I don't want to fail fast.

Okay, switching to macos-12 helps. Perhaps the most recent can work on macos-14, but I could not get it to work. I will close this PR and make a proper one.
