Add api.content.get_vocabulary #533

It would be nice to have an API for getting a named vocabulary.

It should support an optional context param.

Possibly use the implementation from https://github.com/kitconcept/kitconcept.api?tab=readme-ov-file#inclusion-of-apivocabulary
