depend on patternslib 2.1.x + update #22

patternslib changed to npm and webpack with 3.x. while this is something we want also for our resources infrastructure, we're not there yet. unless we're done with PLIP https://github.com/plone/Products.CMFPlone/issues/1653 we have to depend on Patterns 2.1.x.
