Fixes #85 This is not pretty, but with logging configuration moved entirely into the logging module itself, which has a terrible API, it's not easy to find a sensible target for the logtail operation.

@dataflake thanks for creating this Pull Request and help improve Plone!

To ensure that these changes do not break other parts of Plone, the Plone test suite matrix needs to pass.
