string format for initialization option #130

for initialization option, string format works for instance console script not for the others (waitress-serve example in tests)

@mamico thanks for creating this Pull Request and help improve Plone!

To ensure that these changes do not break other parts of Plone, the Plone test suite matrix needs to pass.
