endermen not stacking #240

I've tried many different configurations, including inverting blacklist for mob types, inverting blacklist of spawn reasons, whitelisting mob type+spawn reason as well but i cannot seem to get endermen spawned naturally with an enderman farm to stack. Am I missing something here?

This is working fine for me. Did you restart the server?
