Bump Dash Cytoscape for Python to v0.3.0 #139

This PR proposes to update Dash Cytoscape for Python to 0.3.0. The "unreleased" commits appear to have been added to master since the 0.2.0 release, so this PR will ensure that the feature set lines up with the release version as noted for Python, R and Julia in the CHANGELOG.md.
