In addition to updating lock & builds from #9, also:

fixed pydeck version to 0.5 in order to pass the tests; will need to modify the dash-deck API and demos before upgrading to v0.6.0
fixed cryptography to <3.4 due to python 3.6 tests failures
fixed pyproj to 2.2 due to python 3.6 tests failures
