Orca startup time workaround 3.0 release #212

This cherry-picks the debugging / startup changes made for 3.0.3e, to allow us to include them in a maintenance release, and adds a bit more verbosity as discussed at https://github.com/plotly/streambed/issues/11780#issuecomment-463779206.
