Need support for ISO8859-1, windows-1252, UTF-16 #20

What steps will reproduce the problem?
1. Use URL with one of these encoding (Also newly checked in test data)
To use test data, first import HTML links with compile with DTEST.
file:///links.html
Use the bookmarks to see the problems.  The file names contain the 
encoding.

What is the expected output? Good characters
What do you see instead?  Bad characters.

This is fixed in version 1.9
