support HTTP conditional GET in the metarefresh module #433

This is a new feature request for HTTP conditional GET support in the 
metarefresh module.

Apparently the SSP metarefresh module does not support HTTP compression or HTTP 
conditional GET. The latter is particularly useful since it's supported by 
numerous federations (including the InCommon Federation). Here is a related

This was implemented by Dyonisius Visser, and was committed in r2980.
