Tooltip settings ignored by new tooltips. #63

I have tried

[x] Reloading the page/app
[x] Clearing (browser) cache, cookies or (mobile) app data
[x] Switching to the default language (English)
[x] Disabling all extensions and scripts (browser only)
[ ] Reinstalling the app (mobile only)

The "Show tooltips" option in the settings is ignored by the new tooltips introduced.

Steps to reproduce:
1. Toggle the tooltip option in your settings.
2. Hover over an item in the UI with a tooltip.

Fixed in version 1.6.1.11789.

Reopening. On redraw toggling the setting doesn't work. You can trigger a redraw by simply opening the dashboard then toggling the setting.
