Iterate contribution documentation and process #536

Describe the bug Currently I am unable to compile or install the latest version of plugin on my machine. I am using a linux machine.

To Reproduce Steps to reproduce the behavior:

  1. Follow the contribution instructions.
  2. You are unable to get it working.

Expected behavior Someone can join, follow install instructions and get a local install working.

Thanks for your report. Keeping a Docker environment would have the benefit of not requiering a local PHP version. But after speaking to others, we might get rid of Docker here and use wp-now instead, for easier contributions. Do you know of a plugin/theme that is already using it, we could take a look at?
