urgent - must make clean bug #11

Errmm....don't dump everythign to 2 files for register vars. because then you can't edit one file without doing "make clean". icky.

Right now, this makes everyone have to "make clean" for everything so that the ""externfuns.txt" and "register_vars.txt" files reappear correctly........badness.
