i think that using the gamedb we might be able to build a lookup table for loading a rom from a savestate. would maybe have to figure out how to make builds work, but we could then publish the table as a separate thing people download (which allows us to stop sharing roms)

Fwiw i think savestates are probably just as illeg*l as roms anyway But seems cool for making a sample browser
