Slight changes to `plural up` process #516

Summary

Fully copy terraform into user repo
template in repo urls instead of using secrets
add base repo setup modules that can then be used with stacks

TODO: auto-setup stacks (going to need to support annoying stuff like exporting outputs from tf in up)
