This feels like it's starting to get away from being a "minimal" image. It seems like it should be sufficient to install the package at run-time, when its needed.
I'm neither here nor there on it being baked in. Primary benefit to bake-in is that it's already present if an alert-triggering action happens during provisioning but before the alert-channel is available.
It actually strikes me a little odd that mailx
isn't part of @core
in EL8 (since things like the default cron jobs effectively expect a quasi-LDA like mailx
to be available).

I think my preference would be to continue mostly tracking @core
. If they add it there, we'll pick it up automatically.
