Uses separate el7/8 vars for amigen extra packages #585

This makes it simple to install python38 or 39 on el8 images, and python36 on el7 images.

The failures in the CI builds are just Oracle Linux, because its repos/packages are still broken.

Are we concerned with which Python3 version will be linked to /usr/bin/python on resultant AMIs (and VMtemplates) or is that a "user problem"?

No, we only care about the python3 symlink. The python symlink is up to the user...
