AMI-user in the GovCloud region reported a delta between the manifest contents and the initial-state of the July RHEL AMI in the GovCloud region (AMI ID ami-086ab02f77de8e5bd). Need to add a FAQ entry to spel out:

That manifests are for commercial-region AMIs
Circumstances under which commercial- and GovCloud-regions' AMIs' manifests might differ for a given month
(If appropriate) typical workarounds
