This allows Chiblockers to knock benders off their Air/WaterSpouts.
Reason for this is that all other benders can knock people off their spouts while Chiblockers can't. Chiblockers can technically HighJump up to them, but spouters have a major advantage over chiblockers as they are almost always out of range. This is also fairly logical, as any bender that was stunned with a dagger would lose focus and fall off their spout.
