post title randomly missing #294

hello - it occurred to me that JB is omitting post titles created from post file names for no particular reason with Jekyll (3.1) jekyll-missing-title

figured out that file names should have only small letters to be transformed into titles automatically, e.g. 2015-10-27-local-development.md is recognized, 2015-10-27-Local-Development.md however not
