Specify julia version explicitly for travis #156

To ensure backward compatiblity for v0.3, release is actually ambiguous since it might be changed to v0.4.

Thanks! My original plan is to support v0.3 only until Travis switched their release to v0.4. But I think it is not bad to merge this for now.
