Add service to reset driver and catch more exceptions when shutting down device.

Reviewed and I can't spot anything noticeable. Merging.

Detail:

• I tried to compare with the aggregated changes that are already merged
  • Challenge for comarison was that there are smaller changes that only exist in a feat. branch that is used in an unmerged PR https://github.com/IntelRealSense/realsense-ros/pull/1504. Not a big deal though.
• CI failed for Foxy job. Restarted.
• Tests on CI failed for the branch feature-reset-driver that I created off of then-head (5 days ago) of the upstream main branch.

Have you added the commit to disable the failing job @marc?...Then NVM. Test "improvement" is already merged upstream https://github.com/IntelRealSense/realsense-ros/pull/1568 so this branch must have it.

That said, I leave the decision to the upstream maintenance.
