Add ability to manage a Dtella network without IRC #1

Currently moderation of a Dtella network (i.e. kicking and/or banning of
users) is only possible via the IRC Bridge. There should probably be some
way of doing this without the need for IRC.

Some current proposed options include:

1. Web Interface
2. Integration into DC++ client
3. Configuration file
