Currently the dtella client responds to ! commands using its virtual bot.

The IRC side should respond to the same set of commands in PM coming from the 
bridge virtual user.

What's the use case here?  I don't think it's a good idea to leak 
sharing-related information to IRC users.

The use case is the ability for admins / users to see the network state without 
being on it.

If security is a concern then a functionality to limit to to a certain irc 
level or to completely disable it could be included as well.
