Update Travis syntax #202

This pull request updates the syntax of Travis configuration and creates a `requirements.txt` file

Adds explicit operating system and distribution declaration
Adds git depth declaration to turn checkout faster
Pin the exact version of python
Removes python 3.3, 3.4, 3.5 since they're not supported anymore
Adds 3.7 and 3.8 versions
Adds --depth 1 to the clone of the static pdfs
Creates a requirements file to make sure the exact versions are installed
Simplifies test command and introduces pytest
Adds pip cache

I think I put too much content in a single pull request. I will close this PR and create a new one so i can make small changes.
