Fix the laggggggggggggggg

• [x] half the target frame rate on the client
• [ ] half the game loop speed on the server
• [ ] move twice as fast on each server tick to account for this.

I switched to a new hosting situation with a lot better network I/O on the server side. The lag is effectively gone now.
