Is it possible that God chooses people for salvation in the same way He chose Israel to be His people? That is, God chose all the descendants of Jacob to be His people, but most rejected His choosing. I chose Mandy to be my wife, but she had the option of rejecting my choice. As God’s Spirit moves through this world, He chooses individuals to move toward and press on. They can resist His pressing and run from Him or be open to Him.
I’m reading 2 Thess. 2:13. Not sure how well the above concept aligns with the rest of scripture.
