Why does Matthew 20:28 say that Jesus gave His life as a ransom for many of the atonement is not limited?

John 3:14 says Jesus was lifted up just like the snake in Numbers 21:5-9. The snake was available for all to be healed, but only those who looked to it were actually healed.
