Migrate to JupyterBook and Plotly #20

This would allow us to make the graphs interactive, and it would allow us to take advantage of a Python backend.

Probably the best way to do this is first to migrate the R content to Python, and leave the JupyterBook migration to last. This allows us to make the change incrementally, taking advantage of the fact that Bookdown supports Python.
