Tracker filter doesn't work with displaytrackerurl=false #114

If $displaytrackerurl is set to "FALSE", using the tracker filter leads to
messages in the log file:
  PHP Notice:  Undefined index: tracker_url in /data/v1/web/rtgui/index.php on line 230
and it simply doesn't work.

The attached patch changes the behaviour to request tracker information 
unconditionally if the tracker filter is used.
