Import changes accepted for v5.1 into v4.2

Errata: Type of callback pmix_iof_cbfunc_t parameter payload should be a pmix_byte_object_t *

@dsolt @rhc54 please confirm that this is correct targeting v4.2. I'd like to produce an RC of 4.2 soon so it would be great to merge this in.
