Require Majority of "Voting" Voters #22

The aim of this pull is to set the bar for electing a director to a majority of the voters who cast a ballot in favor of a candidate.

This would permit members to participate in quorum without supporting a specific candidate and without raising the number of required approvals to elect a director.

The Board agreed in spirit with the pull request and the need for the change, but wanted to be sure that changing the quorum threshold didn't result in any unintended consequences. Greg agreed to do a quick analysis for the board and the Board committed to a vote following that, at the next Board meeting.
