Turn the "Founding Director" into a "Founding Observer" #24

Remove any voting privileges from Founding Director, turning them into Founding Observers.

Thx @ripper234 for the pull request. I'll try to get this on the agenda for our board meeting this Monday.

The Board was receptive to this request but, because it was submitted without much time before the meeting, felt that it needed time to fully digest the implications. The Board committed to vote on this proposal at the next meeting.

I support a change to address the issue that has been raised [ Issue #10 ], and I support this pull request [ Pull Request #24 ], but I think it does not go far enough. There are multiple sections of bylaws which would need to be changed to remedy the problems of inurement and other issues and problems associated with Founder syndrome.
