Add two board seats #6

We often have trouble getting a quorum at meetings.

Also, I would like to make sure the entire board doesn't reset all at the same time, so some staggered board member seats make sense.

IMHO the discussions on merged commits to the By-Laws such as this one should include at least the text of the relevant sections of the meeting at which the amendment was adopted. As Secretary, that'd be Jon's job, so I'll bring his attention here.
