Issue description

Expected result: fill blocks or replace blocks and other
Actual result: internal server error and client crash. Undefinided property $chunkX in src\pocketmine\network\protocol\mcpe\LevelChunkPacket.php

Steps to reproduce the issue

add plugin builder tools to your server
Select position 1 and 2
Use the command //fill 1

OS and versions

PocketMine-MP: 3.17.1
PHP: 7.I don't know
Server OS: pterodactyle
Game version: PE 1.16.200

Plugins

If you remove all plugins, does the issue still occur? I don't know
If the issue is not reproducible without plugins: Builder tools
- Have you asked for help on our forums before creating an issue? No but it's a pocketmine error
- Can you provide sample, minimal reproducing code for the issue? If so, paste it in the bottom section It's all the file sorry
