TNT flashing effect is broken in PM4 #4333

Issue description

Expected result: The ignited TNT will emit a flashing effect and explode after a few seconds.
Actual result: Ignited TNT will not flash and will explode after a few seconds

Steps to reproduce the issue

Ignite the TNT.

OS and versions

PocketMine-MP: 4.0.0 8f01caf
PHP: 7.4.20
Server OS: Ubuntu 20.04.2 LTS
Game version: Win10

Maybe PrimedTNT needs to send the FUSE_LENGTH property to every tick ..?
