Bookshelf recipes differ from vanilla #4380

Issue description

This is a duplicate of https://github.com/pmmp/PocketMine-MP/issues/4378.

Expected result: What were you expecting to happen? In vanilla, the recipe for the bookshelf looks like this.
Actual result: What actually happened? In the pmmp, the recipe is displayed like this.

Steps to reproduce the issue

Open the crafting table.
Search for the recipe.

OS and versions

PocketMine-MP: 4.0.0+dev (5da90b9530c4100cd7c3971675faea74f27b5438)
PHP: 8.0.9
Using JIT: no
Server OS: Windows
Game version: Win10

Plugins

If you remove all plugins, does the issue still occur?

This is probably caused by the lack of recipe priority handling. The data is available in recipes.json, but PM doesn't currently use it.
