Sand breaks on cobwebs instead of falling through it #4914

Issue description

Expected result: What were you expecting to happen? The Sand should slowly fall down the cobweb without issues, like vanilla.
Actual result: What actually happened? Sand broke instantly as if it was a slab.

Steps to reproduce the issue

Place falling sand onto a cobweb
Sand Falls slightly through then breaks

OS and versions

PocketMine-MP: 4.2.4
PHP: 8.0.16
Using JIT: no
Server OS: Linux
Game version: Win10 (affects all tho)

Plugins

If you remove all plugins, does the issue still occur? Yes
If the issue is not reproducible without plugins:

In order to reduce the load on the server, the sand quickly calculates the fall. (My opinion)
