PM5 Experiments stopped working #5304

Issue description

Expected result: vanilla query.property working as intended
Actual result: game says that query.property is unrecognized, that only happens when you don't have upcoming creator features enabled

Steps to reproduce the issue

Create fresh PM5 server
Create resource pack that uses query.property
Insert needed experiments into start game packet and resource pack stack
Join the server and see errors in minecraft creator log

OS and versions

PocketMine-MP: 5.0.0-ALPHA4+dev
PHP: 8.0
Using JIT: no
Server OS: Ubuntu 20
Game version: Win10

If you remove all plugins, does the issue still occur?
