Release strategy #31

Currently we don't have any release strategy. I think for bug fixes we should release ASAP, but other then that I am open for suggestions.

Manual release process with tags and github releases seems to work for most projects

At this point the releases are all 0.0.x - which indicates alpha. I think it's probably an expectation (though we should take care to explicitly set this expectation in the README that this library is under development and that we'll push things out as necessary to get them where they need to go. So, I would say we should set the expectation as follows:

This library is currently under development in support of various projects that consume it. Users of this library should expect that patch releases during the 0.0.x phase of this library's lifecycle may contain breaking changes.

For the record, I think we should release as-needed. This repo isn't really at a point where there's an obvious line between new features and bug fixes :)
