Highlight tabs that demand attention #161

e.g.

Civics highlight when: there are idle workers or idle soldiers (Idle workers if unemployment>0. Idle soldiers if soldiers=max and wounded=0)

I never use combat (I find it's not worth the food and furs penalty for when a large chunk of my soldiers inevitably die), so constantly having an undismissable notice that I'm at max soldier capacity will be terrible.

I could see highlighting tabs when a new building is available due to research. There are some techs that create buildings that I have to hunt through the tabs to find. I agree with @boozledorf I don't want a notice because my soldiers are at all healed and ready.

There's no plan to add alerts for Idle soldiers, but adding alerts for new unlocking features is something I plan to add to the game.
