I think the issue is that the guard check is reversed in the powerBalancer
method for both telemetry_beacon
and gateway_station
. The guard is supposed to avoid this problem by not accessing global.galaxy.starbase
when it doesn't exist; but since the check is reversed, it does the opposite -- it only accesses it when it doesn't exist (and when it does exist I guess it doesn't balance correctly since it returns false).

Power no longer responds, Stargate doesn't reveal next stage of game. Maybe due to not having enough power for the balancer to work with?
