Automatic language update workflow with PR creation

This PR:

• Adds a new workflow for checking for upstream language changes and opening a PR if a change is detected
  • Workflow file update_langs.yml, support scripts check_langs.py (and utils.py)
• Adds logging to and reformats gen_langs.py
